Chair of the Fiscal Council Peter Lõhmus



Vice-Chair of the Fiscal Council Andrus Alber

Andrus Alber is the chairman of Finora Group. He has worked as Director of Investor Relations at the investment bank Trigon Capital and had two terms as CEO of the NASDAQ Tallinn stock exchange in 2007-2013. Prior to that he worked at Eesti Pank for ten years. He has also worked for the International Monetary Fund and the European Commission, and has been an advisor to the President of the Republic.

Andrus Alber graduated from the Faculty of Economics of Tallinn University of Technology and has a Master’s degree in international relations from Fletcher School of Law and Diplomacy in the USA. 

Member of the Fiscal Council Andres Võrk

Andres Võrk is an analyst at the Centre of IT Impact Studies (CITIS) at the Johan Skytte Institute of Political Studies at the University of Tartu. He was a social and labour policy analyst at Praxis Centre for Policy Studies from 2001 to 2016 and a researcher and lecturer in the Chair of Economic Modelling at the University of Tartu in 2000-2016.

Andres Võrk graduated from the Faculty of Economics and Business Administration of the University of Tartu and holds a Master’s degree from the same institution.

Member of the Fiscal Council Ülo Kaasik

Ülo Kaasik has been Deputy Governor of Eesti Pank since July 2011 and has worked at the central bank since 1999, first as an economist in the research division and then from 2007 as head of the monetary policy division. He also worked for two years as economic adviser to prime minister.

Ülo Kaasik graduated from the Faculty of Economics and Business Administration of the University of Tartu and holds a Master’s degree in economics from Tallinn University of Technology.

Member of the Fiscal Council Martti Randveer

Martti Randveer has been Head of the Economics and Research Department at Eesti Pank since 2011. Prior to that he headed the research division for almost ten years, having been an economist in that division for six years before that.

Martti Randveer graduated in Economics from Tallinn University of Technology and holds a Master’s degree and a Doctorate in economics from the same institution.
